Sadistic, gleeful, and mad. Not since the Joker has the world encountered someone so mad and evil. Mr. Bloom at his core is just another psychopathic mass murder who takes far to much joy in his sick career. Mr. Bloom very much enjoys watching humans suffer.
Mr. Bloom's main goal is to kill everything he can and let nature reclaim the land. He wants to paint the earth red as if it were the biggest rose in the universe. He is pretty much a Joker crossed with Poison Ivy that is a scary thought for any superhero.
Bloom also very much enjoys toying with his prey. He likes to torture and torment his victims trying to break them and watch them suffer. It is unknown why or how Bloom became like this, but it is clear he enjoys ever minute of others suffering.
And lastly, never trust Mr. Bloom. You are a means to an end. Once your usefulness runs out Mr. Bloom with stab you in the back and try to remove you from the equation. He has shown many times alliances mean little to nothing to him, and he is willing to kill his allies to make that point clear.

Overall History •
There isn't much to Mr. Bloom he came out of nowhere and no one knows how he became like his is, or where he comes from, or who he is. Mr. Bloom is a blank slate aside from what he did to Gotham.
Bruce Wayne was no longer Batman. He was hit with a case of lost Memory. With Batman gone Commissioner Gordon has taken over the role and is protecting Gotham City. All seemed normal until one day Bloom showed up. On that day a new drug hit the streets of Gotham. It allowed the user to gain meta human abilities, but it only lasted a short time and they would die afterwords.
To spread this drug across the city Bloom paired up with the Penguin. After he had a control over the drug trade, Bloom assaulted and wounded the Penguin. Mr. Bloom now controlled Gotham's Underworld and with his new found power he set to work destroying the city sending it and its citizens into an apocalyptic nightmare.
Mr. Bloom had won. He had beaten Batman, he had beaten his allies and now the city was his. He relished in this fact as the heroes scrambled to try to take control back from him. It was during that this time Bruce remembered.
With Batman's return all the heroes and a new street gang calling themselves Robins banded together and were able to take the city back. Batman confronted Mr. Bloom face to face and they battled. It was a intense fight and in the end Batman won by shocking Mr. Bloom with Electricity.
Mr. Bloom was knocked out and when he woke he was pleasantly surprised to find he wasn't in police custody. In fact, he wasn't even in his world. The world was similar to his, but very different at the same time. Mr. Bloom wandered around for a little while exploring his new playground.
From what he had gathered this world was extremely scared of Meta humans and that fit Mr. Bloom perfectly fine. Over his first two months Bloom spent time murdering and stealing in southern New Mexico before travelling up the country and stopping in Atlanta Georgia for a little fun. In his third month in the new world Mr. Bloom had a Sizable fortune from stealing and a long trail of bodies behind him. One night Bloom came across a newspaper, it talked about a man dressed as a Bat fighting crime in New York City.
Mr.Bloom cackled to himself. The mindless killing could take a break now he had a target.
